Das Thema wird dabei in drei Schritten bearbeitet. Zuvor soll jedoch Öffentlichkeitsarbeit innerhalb des Forschungsfeldes der politischen Kommunikation eingeordnet werden und gegenüber dem Begriff Propaganda abgegrenzt werden. Vorwiegend unter Auswertung der maßgeblichen Verfassungsgerichtsurteile und deren Begründungen zu staatlicher Öffentlichkeitsarbeit soll eine Antwort auf die Frage gefunden werden, welche rechtlichen und normativen Grundlagen es für staatliche Öffentlichkeitsarbeit in der BRD gibt.
